不用參加各類的會(huì)議,不再傳遞繁多的文件,坐在電腦前就可以進(jìn)行各種政務(wù)的處理,這種新型的工作模式因?yàn)殡娮诱⻊?wù)的推行而變?yōu)楝F(xiàn)實(shí)。 電子政務(wù)是指政府機(jī)構(gòu)在其管理和服務(wù)職能中運(yùn)用現(xiàn)代信息技術(shù),實(shí)現(xiàn)政府組織結(jié)構(gòu)和工作流程的重組優(yōu)化,超越時(shí)間、空間和部門分隔的制約,建成一個(gè)精簡、高效、廉潔、公平的政府運(yùn)作模式。電子政務(wù)模型可簡單概括為兩方面:政府部門內(nèi)部利用先進(jìn)的網(wǎng)絡(luò)信息技術(shù)實(shí)現(xiàn)辦公自動(dòng)化、管理信息化、決策科學(xué)化;政府部門與社會(huì)各界利用網(wǎng)絡(luò)信息平臺(tái)充分進(jìn)行信息共享與服務(wù)、加強(qiáng)群眾監(jiān)督、提高辦事效率及促進(jìn)政務(wù)公開等。
發(fā)展電子政務(wù)堪稱一場(chǎng)革命性變革,會(huì)給整個(gè)經(jīng)濟(jì)和社會(huì)帶來翻天覆地的變化。發(fā)展電子政務(wù)不僅可以帶動(dòng)信息產(chǎn)業(yè)的突飛猛進(jìn),促進(jìn)整個(gè)國民經(jīng)濟(jì)的發(fā)展,而且可以提高政府的辦事效率,完善政府形象,產(chǎn)生重大的經(jīng)濟(jì)和社會(huì)效益。
“九五”以來,山東信息基礎(chǔ)設(shè)施日益完善,通信光纜總長度達(dá)20多萬公里,所有鄉(xiāng)鎮(zhèn)實(shí)現(xiàn)了交換機(jī)程控化和傳輸數(shù)字化。寬帶多媒體數(shù)字傳輸網(wǎng)已建成開通;全省各類上網(wǎng)用戶達(dá)到200萬戶,上網(wǎng)企業(yè)10萬家,其中政府上網(wǎng)500多戶,政府域名網(wǎng)站200多個(gè)。
《山東省電子政務(wù)建設(shè)規(guī)劃》中明確提出,“十五”期間,山東電子政務(wù)工程建設(shè)的主要任務(wù)是,加快重點(diǎn)業(yè)務(wù)應(yīng)用系統(tǒng)建設(shè)、政務(wù)信息資源核心數(shù)據(jù)庫建設(shè)、政務(wù)信息網(wǎng)絡(luò)建設(shè)、電子政務(wù)平臺(tái)建設(shè)、電子政務(wù)安全體系建設(shè)和人才隊(duì)伍建設(shè),最終形成有助于廉潔高效、運(yùn)轉(zhuǎn)協(xié)調(diào)、行為規(guī)范、反應(yīng)快速的全省電子政務(wù)系統(tǒng),并為社會(huì)公眾提供方便快捷的政務(wù)服務(wù)。
山東的電子政務(wù)建設(shè)尚處于起步和探索階段, 很多人還把電子政務(wù)同政府辦公自動(dòng)化和政府上網(wǎng)混為一談, 概念還沒有理清,電子政務(wù)的普及推廣和應(yīng)用工作相對(duì)滯后。同時(shí),掌握現(xiàn)代信息技術(shù)和熟悉電子政務(wù)的人才比較匱乏,還不能完全適應(yīng)山東省加快發(fā)展新形勢(shì)的需要,因此必須采取有力措施,提高運(yùn)用信息技術(shù)的水平和實(shí)際應(yīng)用能力,以促進(jìn)山東省經(jīng)濟(jì)和社會(huì)各項(xiàng)事業(yè)的全面進(jìn)步。
“政府上網(wǎng)工程”與“電子政務(wù)”相輔相成,“政府上網(wǎng)工程”的最終目標(biāo)是推動(dòng)電子政務(wù)的實(shí)現(xiàn)。 但目前全省相當(dāng)一部分政府部門網(wǎng)站存在信息更新不及時(shí)、信息資源東拼西湊、服務(wù)功能不健全、所發(fā)布信息無時(shí)效性等現(xiàn)象,沒有深入鏈接,應(yīng)用價(jià)值比較低,有的網(wǎng)站甚至無法打開。還有相當(dāng)數(shù)量的網(wǎng)站只有單向功能的介紹,與用戶交流溝通的手段單一,缺少雙向的信息交流形式。
要解決電子政務(wù)建設(shè)中存在的問題, 最有效的解決辦法是整合全省信息資源, 建立省政府門戶網(wǎng)站。所謂省政府門戶網(wǎng)站,即是在現(xiàn)有的政府各部門和各市的信息化建設(shè)基礎(chǔ)之上,建立起跨部門、跨地區(qū)、綜合的業(yè)務(wù)應(yīng)用系統(tǒng),使公民、企業(yè)與政府工作人員都能快速便捷地接入所有相關(guān)省政府部門的業(yè)務(wù)應(yīng)用、組織內(nèi)容與信息,并獲得個(gè)性化的服務(wù),使人們能夠在恰當(dāng)?shù)臅r(shí)間獲得恰當(dāng)?shù)姆⻊?wù)。
建立省政府門戶網(wǎng)站的關(guān)鍵在于整合后臺(tái)資源。門戶網(wǎng)站作為連接所有部門網(wǎng)站的前臺(tái),并不直接面對(duì)各政府機(jī)構(gòu)的業(yè)務(wù)職能部門,它只是作為一個(gè)強(qiáng)大的搜索引擎,快速便捷地為客戶找到辦理相應(yīng)業(yè)務(wù)的政府網(wǎng)站,直接面對(duì)業(yè)務(wù)職能部門。客戶通過省政府門戶網(wǎng)站可直接進(jìn)入業(yè)務(wù)辦理程序,要實(shí)現(xiàn)這一點(diǎn),必須整合后臺(tái)資源,需要對(duì)所有政府機(jī)構(gòu)的業(yè)務(wù)類型進(jìn)行分類與排列,通過某一主題按照邏輯關(guān)系而對(duì)所有這些業(yè)務(wù)進(jìn)行整理,在政府機(jī)構(gòu)之間仍然獨(dú)立的情況下,門戶網(wǎng)站應(yīng)當(dāng)看作是所有經(jīng)由該門戶網(wǎng)站的政府機(jī)構(gòu)的業(yè)務(wù)監(jiān)督窗口。傳統(tǒng)的政府業(yè)務(wù)部門都已經(jīng)按照業(yè)務(wù)流程進(jìn)行了重組,成為電子政務(wù)的“業(yè)務(wù)處理車間”。
山東電子政務(wù)業(yè)務(wù)系統(tǒng)的建設(shè)在初期是分散進(jìn)行的,各單位自行建設(shè),同一單位內(nèi)不同部門也各自建立各自的業(yè)務(wù)系統(tǒng),F(xiàn)在, 不同系統(tǒng)之間數(shù)據(jù)不能共享的問題已經(jīng)暴露出來。這就產(chǎn)生了信息資源整合問題。同時(shí),隨著全省辦公自動(dòng)化和政府上網(wǎng)工程的加快與廣泛普及,信息資源整合的深度、廣度和難度是越來越大了。要讓這些信息資源充分發(fā)揮作用,信息資源整合問題就成為信息資源開發(fā)利用乃至整個(gè)電子政務(wù)建設(shè)工作的重點(diǎn)問題。
E-government means the governmental departments, through re-organizing and optimizing the governmental structure and working flows, apply IT to the administration and service for the public so as to construct a governmental operation mode characterized by simple, high efficiency, clean, and fair. The operation mode of e-government can be summarized as the follows: On one side, within the governmental departments, through utilizing the advanced network and information technologies, office automation, informationalized management, and scientific decision-making are realized; on the other side, through the platform of network information, the governmental departments share the information and service with the public with a view toward strengthening the public supervision, facilitating work efficiency, and enhancing the “opening up” of governmental affairs to the public.
Ever since China implemented the Ninth Five-Year Plan program, the infrastructure concerning IT in Shandong has been developing rapidly. Up to now, the optical fiber cable for communication has stretched a total distance more than 200,000 kilometers. SPC exchange and digital transference technology are available in all towns. The broadband multimedia digital transference network has been constructed and opened for service. Throughout the province, there are more than two million Internet personal subscribers, 100,000 corporate subscribers, more than 500 governmental subscribers, and more than 200 governmental websites.
The IT development of Shandong provides strong technological support for construction of the e-government. Eight enterprises in Shandong have ranked among the 100 strongest enterprises engaged in electronic information throughout China. Furthermore, Qilu Software Park is one of the eleven national software industry bases.
Since the construction of e-government has just started, many people misconceive it as the governmental office automation and the project of online government. So, in Shandong, there is still a lot to do to popularize the project of e-government among people. Meanwhile, since the professionals who master modern information and e-government technologies are scare, the government must implement measures to attract and train talents to promote the level and ability of the government to utilize information technologies.
