        FEW things unite cultures more than the frustration of sitting in a line of stationary traffic, with no discernible reason for the blockage and no end in sight. From London to Los Angeles, Berlin to Bangalore, seething anger at standstills is a common

        emotion felt by all drivers. The causes of traffic jams are well understood (accidents; poor infrastructure; peak hour traffic; and variable traffic speeds on congested roads). But what is the cost of all this waiting around?

        The Centre for Economics and Business Research, a London-based consultancy, and INRIX, a traffic-data firm, have estimated the impact of such delays on the British, French, German and American economies. To do so they measured three costs: how sitting in traffic reduces productivity of the labor force; how inflated transport costs push up the prices of goods; and the carbon-equivalent cost of the fumes that exhausts splutter out. In 2013 the expenses from congestion totaled $200 billion (0.8% of GDP) across the four countries. As road building fails to keep up with the increasing numbers of cars on the road, that figure is expected to rise to nearly $300 billion by 2030. Two-thirds of the costs incurred are the result of wasted fuel and time that could be better spent elsewhere, and the remainder from increased business expenses.

        But these numbers mask huge variation within countries. In America the average cost of congestion to a car-owning household is estimated to be $1,700 a year; in France it is $2,500. But traffic is so bad in Los Angeles that each resident loses around $6,000 a year twiddling their thumbs in traffic—at a total cost of $23 billion, the costs are estimated to exceed that of the whole of Britain. But these costs do not take account of the price of carbon-dioxide emissions. In total, over 15,000 kilotons of

        needless CO? fumes were expelled last year—which would cost an additional $350m to offset at current market prices. In choked-up Los Angeles $50m alone would have to be set-aside.

        Solving congestion is not easy. Building more roads or widening existing ones can encourage more cars on to the roads, says Dominic Jordan, INRIX’s chief data scientist. Indeed, investment, employment growth and buoyant GDP are all

        contributors to increased traffic and associated costs: when people feel richer, they splurge on cars and petrol. Smart road networks that charge road users for travelling at busy periods or that nudge drivers, using electronic signs, to drive at a more uniform speed, could help. More electric cars will bring down carbon emissions, while driverless ones could one day consign traffic jams to history. But until then drivers will remain stuck in second gear, and the costs will continue to pile up.

        The success of Alibaba, China’s e-commerce giant, is part of the country’s economic miracle and, as the world’s second-largest economy restructures itself to regain growth momentum, there could be more companies in China that turn out to be equally successful as Alibaba in the coming decades.

        The company’s white-hot IPO in the US, which is expected to be the biggest stock offering on record, has made the headlines worldwide. Having 80 percent of the vast Chinese e-commerce market, the company has been deemed as a typical success story of how an obscure grassroots company takes the advantage of the Internet wave to become a household name within a short time of 15 years. Now taobao.com, its retail arm, has nearly 500 million registered users, according to the company.

        It is miraculous for a small group of people, led by founder Jack Ma, to start from the scratch in a small apartment of Hangzhou 15 years ago, compete head-on with

        international giant eBay, and stand out to rule the China market. Entrepreneurship no doubt is behind Ma and his team, who have become the trailblazers and rule makers of the e-commerce sector in China.

        The surging e-commerce transactions have profoundly transformed China’s economic landscape. It has helped increase consumption, create jobs, and, perhaps most importantly, unleash the business-doing aspirations of millions of Chinese people. Some college graduates, for example, have opted not to find a job but operate their own e-shops at taobao.com and become quite profitable.

        While Alibaba and other e-commerce companies have contributed to China’s economic growth, they have benefited tremendously from an ever more open and liberalized Chinese economy. It is no exaggeration to say that without the back-up of the China market, Alibaba should not have become that popular in its pre-IPO road shows in the US. In other words, investors’ zeal is not only built on the profit-making prospects of the company, but the future of the Chinese economy where it is born and grows up.

        As a transitional economy, China has had a long history of rigid economic regulation that forbids private economic elements in the pre-reform era. After it opened up in late 1970s, economic regulation has been gradually liberalized, leading to vigorous

        growth of the private sector, which has become a crucial contributor to GDP, taxes and jobs. Still, only a very small number of private companies have gained international clout.

        Such lack of Chinese private brands with global weight can be attributable to, among other things, the country’s economic growth pattern that is reliant on quantitative expansion featuring low-end manufacturing and investment. Such a quantity-based model has elevated the country to the second place globally in terms of nominal GDP, but has failed to help the country churn out many big brand names that can be comparable to Coca-Cola and Google.

        In terms of IPO scale, Alibaba will become the largest ever in history. Meanwhile, the capitalization of some Chinese Internet companies, such as Baidu and Tencent, has exceeded that of many American giants. But their influence, pitifully, has mainly been limited to the domestic market.

        China is now implementing the second-phase economic restructuring as it upgrades its manufacturing sector, promotes the services industries, encourages consumption and, in particular, promotes innovation, especially technical innovation, to sharpen its global competitive edge.

        To that end, it is further liberalizing its economic regulation to facilitate business doing and encourage market competition. A typical example is its move to simplify procedures for starting and operating businesses by eliminating approval items or transferring them to the lower-level governments.

        If China can stick to such business-friendly stance and the local governments can seriously carry out the central platform, the Chinese economy would become more competitive after some years of painful transition, which will sow the seeds for the exceptional growth of more Alibaba-like grassroots companies.

        The next Alibaba will hopefully stand out from those start-ups.

        From the people, to the people and for the people is what top leader Xi Jinping told a group of luminaries from the world of art and literature at a Wednesday forum. Writers and artists have to go to the people for artistic and creative nutrition and intuition; they can ignore to do so only if they don't care whether their creations are liked or not.

        Chairman Mao Zedong delivered a similar speech at the Yan'an Forum in Shaanxi province 72 years ago, emphasizing that the aim of literature and art should be to serve the workers, farmers and soldiers. Given the background of war, Mao's speech could not have had a lighter political tone.

        At Wednesday's forum, Xi did talk about patriotism, core socialist values and the role of art and literature in representing the characteristics of the times and social values. But he also emphasized the integration of ideology and artistic values.

        Democracy should be promoted in art and literature to create a healthy, relaxed and harmonious atmosphere for the creative minds, he said, stressing that exchange of ideas among different opinion groups and different schools of thoughts is necessary to invigorate the development of art and literature.

        Indeed, art and literature cannot develop without political guidance nor can they be allowed just to cater to the vulgar tastes of some people. Good writers and artists across the world know that they do not just entertain their readers and audiences with their works, but also provide them with some mental fare that, in a subtle manner, will inspire or help them distinguish between right and wrong.

        However, it would be sad to underestimate the aesthetic tastes of general readers and audiences by overemphasizing the role of ideological guidance in a piece of literary or art work. The majority of readers and viewers will never be attracted to works that contain nothing but moralizing platitudes.

        Albeit, works of literature and art that appeal to vulgar tastes will probably gain larger readership and audience for some time, but after an ephemeral life they will end up where they rightly belong - the dustbin of history. That explains why Xi said that works of art should never be slave to the market and coveter of profits.

        Good writers and artists must know what they are doing if they want to create works that transcend the times and help inscribe their names in the pantheon of greats. This is the type of writers and artists that China needs today.

For example, it seeks a society where everybody has good manners, yet respects the personality of every individual within the emerging concept of human rights. It praises humankind's efforts to make the natural world support its survival, yet promotes harmony between human and nature when the environment needs protection. It is self-renewal that gives a culture vitality.

        Dogs are prone to complex emotions such as jealousy and pride, according to scientific research that sheds new light on their relationship with humans.

        Canines do not like seeing their owners offering affection to other creatures, especially other dogs, and react negatively when their owners bring home new partners, the research found.

        Psychologists previously believed most animals lack the "sense of self" needed to experience so-called

        secondary emotions such as jealousy, embarrassment, empathy or guilt. These emotions are more complex than feelings associated with instant reaction – such as anger, lust or joy.

        Dr Friederike Range, of the University of Vienna's neurobiology department, has shown that dogs feel intense jealously when they spot that they are unfairly treated compared with other dogs. "Dogs show a strong aversion to inequity," she said.

        The dog study is the latest into several species, including cows, horses, cats and sheep, which have shown that animals are far more self-aware than was thought.

        Dr Paul Morris, a psychologist at the University of Portsmouth who studies animal emotions, told The Sunday Times: "We are learning that dogs, horses, and perhaps many other species are far more emotionally complex than we ever realised. They can suffer simple forms of many emotions we once thought only primates could experience."

        In research among dog owners, Dr Morris found almost all of them reported jealous behaviour by their pets. The dog often tried to prise their owner away from a new lover in the early days of a relationship.

        Behavioural experts recommend owners keeping their dog's routine as much as possible when a new partner or child comes along in order to prevent jealous activity from the dog such as interruptions with barking or whining.

        Men are happier with money, while women find greater joy in friendships and relationships with their children, co-workers and bosses, a new global survey reveals.

        Nielsen found that as the world grapples with a recession and financial markets remain volatile, many people are reminding themselves that money can't buy happiness.

        The Nielsen Happiness Study found that globally, women are happier than men in 48 of the 51 countries surveyed in April 2008, and only in Brazil, South Africa and Vietnam were men found to be happier than women.

        "Because they are happier with non-economic factors, women's happiness is more recession-proof which might explain why women around the world are happier in general than men are," Nielsen Vice President of Consumer Research Bruce Paul said in a statement.

        Japanese women reported the greatest difference and are 15 percent happier than Japanese men. Women are also more optimistic about the future, scoring higher than men on predictions of their happiness in the next six months.

        Women were also more content with their sex lives, the study found. Japanese and New Zealand women reported the greatest difference in satisfaction with their sex lives.

        Men are generally happier with their physical health than women, and this is especially pronounced in South Africa. Egypt bucks the trend, with women rating their happiness with their health considerably higher than men.

        Globally, men rated their happiness with their mental health higher than women. This was echoed in Belgium, South Korea, Mexico, Norway, Spain, Sweden, Egypt, and Israel.

        There are three main drivers of happiness globally, according to the study: personal financial situation, mental health and job/career. Being satisfied with your partner is also important for happiness.

        Venice has been under water for nearly two weeks, reaching a 22-year high on December 1 at 1.56 meters (5 feet, 2 inches). Thursday and Friday are expected to see highs of up to 1.30 meters.

        The lagoon city was flooded 50 times between 1993 and 2002, but by far the worst incident was on November 4, 1966, when it was submerged by 1.94 metres of water amid catastrophic flooding throughout Italy.

        Every new flood revives debate over an elaborate project to place hinged panels at the inlets leading into the lagoon.

        Cacciari is among critics of the so-called Moses Project, which was launched in 2003 and is not expected to reach completion until 2012.

        Under the scheme, 78 steel panels will lie on the seabed until activated when high tide is more than 1.1 metres above normal.

        Compressed air will then force the panels to rise up on their hinges, forming a slanting barrier to the incoming tide from the Adriatic Sea.
